Using ArcExplorer as a stand-alone desktop application, you can consume industry-standard ESRI shapefiles, ArcInfo coverages, a variety of images, Spatial Database Engine layers, and more. ArcExplorer allows you to also pan and zoom through these map layers and identify, locate, and query their spatial and attribute information. You can re-distribute the ArcExplorer software and your data to your users, who can then install ArcExplorer on their machines and view your data easily and effectively. Once you have created your aesthetically-pleasing map, you can save your application as a project file.
